The Protection Analysis Framework (PAF) is a practical tool designed to help organizations systematically analyze protection risks affecting people in crisis contexts and design responses with meaningful impact.

The framework supports organizations in identifying:

  • What information is needed to understand protection risks
  • How information should be organized to inform analysis
  • How evidence can guide strategic decision-making and protective action

The PAF helps humanitarian actors understand threats in specific locations and timeframes, identify affected groups, and develop evidence-based strategies to prevent and reduce protection risks.

The Protection Analysis Framework was developed by the International Rescue Committee (IRC) in partnership with international and local humanitarian organizations, including SEEN for Gender & Sexual Equity, to support coordinated, context-based protection analysis across diverse crisis settings.
